Individual Regulations for Thailand 2025 Asian International Stamp Exhibition

ARTICLE 1: OBJECTIVE OF EXHIBITION

THAILAND 2025 – Asian International Stamp Exhibition (hereinafter referred to as THAILAND 2025) shall be held for the following objectives:
• To expand and develop friendly relations and close cooperation among FIAP members
• To promote every aspect of philately in the FIAP region
• To commemorate the 50th anniversary of the founding of The Philatelic Association of Thailand under the Patronage
H.R.H. Princess Maha Chakri Sirindhorn, 1975- 2025

ARTICLE 2: ORGANIZATION, VENUE AND DATE

• THAILAND 2025 is hosted by The Philatelic Association of Thailand under the Patronage H.R.H. Princess Maha
Chakri Sirindhorn, co-organized by Thailand Post Co., Ltd.
• THAILAND 2025 will be held at the Grand Postal Building: GPO (Address: 1160 Grand Postal Building, Charoen
Krung Road, Bangrak, Bangkok 10500 Thailand
• THAILAND 2025 will open on 8 August 2025 and close on 12 August 2025.

ARTICLE 3: PATRONAGE AND CO-ORDINATOR

3.1 THAILAND 2025 will be organized under the Patronage of the Federation of Inter-Asian Philately (FIAP)
3.2 FIAP Vice-President Chen Yu An will be the FIAP Coordinator of THAILAND 2025

ARTICLE 4: REGULATION

THAILAND 2025 will be governed by the following Regulations:
• The General Regulations of the FIP for Exhibitions (GREX)
• The General Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (GREV)
• The Special Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (SREVs)
• The Individual Regulations for THAILAND 2025 (IREX)

ARTICLE 5: CONDITIONS OF PARTICIPATION

5.1  The Regulations governing the conditions of participation of exhibitions are stated in the articles 9-18 of the GREX.
5.2  Participation in the Competitive Classes is opened to all collectors who are members of the societies affiliated to member federations of FIAP.
5.3  Participation in the Non-Competitive Class will be by invitation, solely at the discretion of the Organizing Committee.
5.4  All exhibits except Literature must have been the property of the exhibitors for at least two years before the Exhibition.
5.5  The exhibitors may exhibit using a pseudonym provided that his true name and identity are known to the Organizing Committee and to the Jury.

ARTICLE 6: APPLICATION AND ACCEPTANCE

6.1  The Regulations governing the conditions of the application and acceptance are stated in the article 10, 11 and 12 of the GREX.
6.2  Exhibitors must obtain their Exhibit Application Forms from their Commissioners. A separate Exhibit Application Form should be used for each exhibit.
6.3  When submitting the Exhibit Application Form, the exhibitor shall attach a copy of the introductory page, describing the exhibit (in English).
6.4  Duly filled Exhibit Application Forms should be sent through their Commissioners to reach the Organizing Committee by 28 February 2025.
6.5  Notification of acceptance from the Organizing Committee, together with the number of frames allocated to exhibitors, will be sent to their Commissioners by 15 May 2025.
6.6  Exhibitors cannot withdraw their applications without valid reasons once their participation has been accepted by the Organizing Committee.
6.7  The National Commissioners will collect all the frame fees from their exhibitors, and remit the full amount to the Organizing Committee of THAILAND 2025 by 30 June 2025 at the latest. The account of Organizing Committee is as follows:

6.8  There is only ONE ENTRY FORM. There are no preliminary and final entry forms.

ARTICLE 7: EXHIBITION CLASSES

THAILAND 2025 (Asian International Stamp Exhibition) is a General Asian International Stamp Exhibition. The
Classification of the Exhibition classes is as follows:
7.1 Group I Non-Competitive Class (By Invitation):
A) Court of Honour
B) Official Class
C) FIAP Grand Prix Club Members’ Display
D) Other Non-Competitive Entries

7.2 Group II Competitive Classes
Class 1 FIAP Championship Class for exhibits that have been awarded three FIP/FIAP large gold medals in three separate
years (at least two large gold medals from FIAP exhibitions) at the exhibitions patronized by FIP/FIAP over the past 10 years
(2015-2024). (A Grand Prize counts as a Large Gold Medal)

Class 2 Traditional Philately
A) Thailand
B) Asia and Australasia
C) The Rest of the World

Class 3 Postal History
A) Thailand
B) Asia and Australasia
C) The Rest of the World

Class 4 Postal Stationery

Class 5 Aerophilately

Class 6 Thematic Philately
Exhibits will be classified under:
A) Nature
B) Culture
C) Technology

Class 7 Revenue

Class 8 Modern Philately (2001 to date)
The objectives are to encourage collectors of Modern Philatelic materials to exhibit at the highest level and to demonstrate to the Postal Administrations that there are an extensive body of philatelists who collect and study materials issued by them after 2001. The Organizing Committee is making this class available for exhibits complying with the FIP special regulations for

(A) Traditional Philately
(B) Postal History
(C) Postal Stationery
Qualifying exhibits for the Modern Philately must contain philatelic materials issued by the Postal authorities after 2001. Stamp series of philatelic topics chosen for this class which were substantially issued on/after 2001 are qualified as topics for the Modern Philately. However, the exhibit may include a small percentage of material issued pre- 2001 that is important and relevant to the exhibit. Modern Philately exhibits will be judged according to the respective FIP SREVs currently in force for the above-mentioned three FIP classes. The exhibits will be judged under modified FIP SREVs points breakdown awarded up to 25 points for Treatment, up to 35 points for Philatelic and related knowledge, Personal study and Research, a maximum 10 points for Condition, 20 points for Rarity and Difficulty of acquisition and up to 10 points for Presentation. The distribution of points available recognize that Modern Philatelic material is worthy of study and in many instances is difficult to acquire, treat and present while the short passage of time since their issue has not provided an accurate indication of importance or rarity. FIAP medals will be awarded to the appropriate exhibit and they will be recorded in the FIAP Awards records. Certificate of Participation will be given to exhibits attaining less than 60 points. Acceptance of entry into the Modern Philately for THAILAND 2025 will be based on the recommendation of national commissioners and at the discretion of the THAILAND 2025 Organizing Committee. Acceptance of any entries in the Modern Philately will not preclude acceptances of entries in any other class. All other requirements of the THAILAND 2025 IREX will apply.

A) Collectors aged 10-15 years

Class 11 Promotional Competitive
A: One frame narrow theme Exhibit. Exhibits in this class should be based on a subject that is best treated as one frame.
An extract from a past International award winning multiple frame exhibits (5 to 8 frames) to One Frame is not allowed.
B: Non-standard frame Exhibit. Exhibits in this Class will be allowed to show 2-4 frames to promote the build-up of a
new exhibit before it reaches the standard 5 frames exhibit.
Awards are represented by point(60 points to 100 points) and awarded by CERTIFICATES only. Certificate of Participation
will be given to exhibits attaining less than 60 points. Exhibits will be classified under:
A) Traditional
B) Postal History
C) Postal Stationery
D) Aerophilately
E) Thematic
F) Revenue

Class 12 Literature
A) Philatelic books, pamphlets and studies (issued after January 01, 2021)
B) Philatelic journals, and periodicals (all volumes issued after January 01, 2024)
C) Stamp Catalogues (published after January 01, 2024)

Exhibitors are requested to fill in the particulars stated in the “Philatelic Literature Exhibit Information Form”, in
addition to the “Exhibit Application Form”.

7.3 The Organizing Committee reserves the right to reject any exhibit application without assigning any reason for such
rejection.

ARTICLE 8: FRAME SIZE AND ALLOTMENT OF FRAMES

8.1    The display frame at THAILAND 2025 shall be 97cm x 120cm. Each frame shall have a capacity for 16 (four sheets in
four rows) exhibit sheets, 23cm x 29cm each in size (maximum) including their protective mount. In addition, the other FIP recommended allowable exhibit sheet sizes will be accepted, namely: – A3 or 46 x 29 cm: 8 sheets (two sheets in four rows) – 31 x 29 cm: 12 sheets (three sheets in four rows)
8.2    Black or dark colored sheets will not be accepted.
8.3    Exhibits in the competitive classes will be allocated the following number of frames:
Class 1                                     8 frames
Class 2-9, which was previously awarded:
FIP/FIAP Large Vermeil and above 8 frames
Exhibitor may apply for 5 to 7 frames for a maximum of 2 more times within a span of 36 months of receiving the qualifying medal for 8 frames (GREX Article 6.4)
FIP/FIAP Vermeil and below 5 frames

Class 11 Promotional Competitive
A: One frame narrow theme Exhibit  1 frame
B: Non-Standard Frames Exhibit      2-4 frames
Class 12 Literature Exhibits must be sent to the Organizing Committee in duplicate.
8.4  Exhibitors cannot change the number of frames allocated by the Organizing Committee.

ARTICLE 9: PARTICIPATION FEE

9.1   There is no participation fee for Non-Competitive Class and Youth Philately (Class 10).
9.2   The participation fee for Competitive Classes (except Class 11 and 12) will be US$80 per frame.
9.3   The fee for participation in Promotional Competitive (Class 11):
        A: One frame narrow theme exhibit    US$ 100 per exhibit
        B: Non-Standard Frames Exhibit          US$ 80 per frame
9.4   The fee for participation in Literature (Class 12) is US$90 per exhibit.

ARTICLE 10: SECURITY MEASURES

10.1   The Organizing Committee will take reasonable precautions to ensure that adequate security is provided to protect the exhibits during the Exhibition period. However, the Organizers shall not bear any liability for loss or damage that might occur during the transportation, mounting, dismounting during the exhibition and return of the exhibits.
10.2   Exhibitors will be encouraged to adequately insure their exhibits.
10.3   After the exhibit is mounted, the Commissioner is required to check that all pages and philatelic items are intact.
In the event of any missing items, the Commissioner must inform the OC of THAILAND 2025 immediately. A confirmation form shall be signed by the Commissioner to be returned to the OC of THAILAND 2025 to confirm that the exhibit mounted is in order. This procedure is to be executed prior to the Opening day of the exhibition, except where an Exhibit is received after the Opening day when such report shall be made at the soonest opportunity.

ARTICLE 11: HANDLING OF EXHIBITS

11.1  Exhibits (other than Literature) must be handed in by the Commissioners to reach the Organizing Committee by 7
August 2025.
11.2  Exhibits of Literature (in duplicate) must reach the Organizing Committee by 15 July 2025. Address will be informed
to commissioners in due course. The exhibits will not be returned. One set each of the exhibits will be kept by the P.A.T.
and the other to be sent to FIAP respectively, at the end of the Exhibition.
11.3  Exhibits arriving later than the date stipulated above will not be judged. Participation fee will not be refunded in
case of late or non-arrival of exhibits.
11.4  The original copy of Expertizing Certificate must be made available at the disposal of the Jury by placing it at the
back of the exhibition sheet. A small letter © is to be denoted at the right bottom corner of the said displaying item.
11.5  Each exhibit sheet must be placed in a transparent protective cover. The sheets shall be numbered on each page
at the lower right-hand corner.
11.6  The exhibits received will be duly acknowledged with proper receipt. Exhibits will be returned in exchange for their
receipt after the exhibition if delivered personally by the Commissioners.

ARTICLE 12: JUDGEMENT AND AWARDS

12.1   The Jury for THAILAND 2025 will be appointed by the Organizing Committee in consultation with the FIAP
Coordinator. Members of the Jury will be FIP/FIAP accredited Jury members.
12.2   A number of Apprentice Jury Members may also be appointed with the consultation of the FIAP Coordinator and
with the recommendation of the FIAP Member Federations from where the Apprentice is invited.
12.3   Exhibits in Non-Competitive Class will receive suitable commemorative awards and certificates of appreciation.
12.4   For Competitive Classes, the awards are as follows:
2) Large Gold medals
3) Gold medals
4) Large Vermeil medals
5) Vermeil medals
6) Large Silver medals
7) Silver medals
8) Silver Bronze medals
9) Bronze medals
All medals will be awarded with appropriate certificates. Certificate of Participation will be given to exhibits attaining
less than 60 points.
12.5   The only award in Championship Class is the Grand Prix d’Honneur, a valuable objet d’art donated by FIAP.
Exhibits in the Championship Class not receiving the Grand Prix d’Honneur will receive a Large Gold medal and an
object d’art.
12.6   There are two Grand Prizes for the Exhibition on THAILAND 2025: the Grand Prix International and the Grand Prix National.
12.7   The Jury’s decision will be final, hence, objections will not be considered.|
12.8   Special Prizes provided by the Organizing Committee and donated by the organizations and people of participating countries and regions, will be placed at the disposal of the Jury. Any particular wish expressed by a donor should be observed in making awards, if possible.
12.9   The Jury may express felicitations for those exhibits demonstrating outstanding philatelic research or originality.
12.10   An Expert Group will be appointed by the THAILAND 2025 Organizing Committee in consultation with the FIAP Coordinator to examine the exhibits for fakes and forgeries etc. The philatelic materials chosen by the Expert Group will be examined through the relevant equipment considered necessary by the Expert Group.

ARTICLE 13: RIGHTS OF THE ORGANIZING COMMITTEE

13.1   The Organizing Committee reserves the right to make changes in the IREX, in consultation with the FIAP Coordinator.
13.2  The Organizing Committee reserves the right to decide on any questions not covered by the FIAP and FIP Regulations or by the IREX, and its decisions shall be final.

ARTICLE 14: ACCEPTANCE OF IREX FOR THAILAND 2025

14.1  By signing the Exhibit Application Form, the exhibitor is deemed to have accepted all provisions stated in the IREX for THAILAND 2025.
